FEMS OPERATIONS

Starting in FY-18 (10/01/17), the Fire and Emergency Medical Services Department (FEMS) began publishing monthly Operating Reports and call volume charts detailing operating activity by fiscal year and month. Reports and charts include FEMS KPIs using National Fire Protection Association (NFPA) Standard 1710 measures, average response times, call types and other information.

FEMS Operating Report detail (by report page number):

  • Call Volume Chart (Page 2) – This chart shows NFPA format call volume by month for EMS (G1), Fire (G2) and Other (G3) calls. Total calls by month and the percentages of EMS and Fire calls are also shown. 
  • EMS Call Volume Chart (Page 3) – This chart shows NFPA format EMS call volume (G1) by month and call classification for Highest Priority (C3), Higher Priority (C2) and Lower Priority (C1) EMS calls. Total EMS calls by month and the percentages of each EMS call classification are also shown. 
  • Fire Call Volume Chart (Page 4) – This chart shows NFPA format Fire call volume (G2) by month and call classification for Structure Fire calls (C3) and Non-Structure Fire Calls (C2-C1). Total Fire calls by month and the percentages of each Fire call classification are also shown. 
  • NFPA 1710 – EMS First Response (Page 5) – This chart shows EMS Call performance using NFPA Standard 1710 for EMS First Response. For FEMS, call type is limited to “ALS” calls (G1-C2-C3). Call counts within the “benchmark” time (1 min Turnout, 4 min Travel = 5 min First Response Time) are shown in green, calls outside the standard are shown in yellow.   • EMS Average First Response Time (Page 6) – This chart shows average response time for the first arriving FEMS unit to “ALS” calls (G1-C2-C3). The average times shown correspond to the monthly NFPA Standard 1710 performance shown on the previous page, by month (same call group and classifications, same first arriving units). Average “ALS” call (G1-C2-C3) counts per day (for first responding units to this call group and classification) are also shown.
  • NFPA 1710 – EMS First Response and ALS Response (Page 7) – This chart shows EMS Call performance using NFPA Standard 1710 for EMS First Response and ALS Response. For FEMS, call type is limited to higher priority “ALS” calls (G1-C2) and “response” is limited to one (1) “ALS unit” (or Paramedic) arriving at a call. Call counts for the combined measure within the “benchmark” time (1 min Turnout, 4 min Travel = 5 min First Response Time and 1 min Turnout, 8 min Travel = 9 min ALS Response Time) are shown in green, calls outside the standard are shown in yellow.   • EMS Average ALS Response Time (Page 8) – This chart shows average response time for first arriving ALS units (Paramedics) to “ALS” calls (G1-C2-C3). This is the simplified measure of average ALS response time to “ALS” calls. Average “ALS” call (G1-C2-C3) counts per day (for first arriving ALS units (Paramedic) to this call group and classification) are also shown.
  • NFPA 1710 – EMS First Response and ALS Response (Page 9) – This chart shows EMS Call performance using NFPA Standard 1710 for EMS First Response and ALS Response. For FEMS, call type is limited to highest priority “ALS” calls (G1-C3) and “response” includes two (2) “ALS units” (or Paramedics) arriving at a call. Call counts for the combined measure within the “benchmark” time (1 min Turnout, 4 min Travel = 5 min First Response Time and 1 min Turnout, 8 min Travel = 9 min ALS Response Time) are shown in green, calls outside the standard are shown in yellow.   • EMS First Transport Unit Response (Page 10) – This chart shows EMS Call performance for FEMS Transport Units (Medic Units and Ambulances). Call counts within the “time goal” (1 min Turnout, 8 min Travel = 9 min First Transport Unit Response Time) are shown in green, calls outside the goal are shown in yellow.   • EMS Average First Transport Unit Response Time (Page 11) – This chart shows average response time for first arriving Transport Units to “ALS” calls (G1-C2-C3). The average times shown correspond to the monthly FEMS Transport Unit performance shown on the previous page, by month (same call group and classifications, same first arriving units). Average “ALS” call (G1-C2-C3) counts per day (for first arriving FEMS Transport Units (Medic Units and Ambulances) to this call group and classification) are also shown.
  • FEMS Hospital Drop Time (Page 12) – This chart shows hospital drop time performance for FEMS Transport Units (Medic Units and Ambulances). Transport calls (G1-G2-G3) within the 30 min “time goal” are shown in blue, transports outside the goal are shown in yellow. The percentages of calls meeting the goal are also shown. This is a FEMS KPI Measure.
  • FEMS Average Hospital Drop Time (Page 13) – This chart shows average hospital drop time for FEMS Transport Units (Medic Units and Ambulances). The average times shown correspond to the monthly hospital drop time performance shown on the previous page, by month (same call group and classifications, same Transport Units). Average FEMS transport call (G1-C2-C3) counts per day (for FEMS Medic Units and Ambulances) are also shown.
  • NFPA 1710 – FIRE First Engine Response to Structure Fires (Page 14) – This chart shows Fire Call performance using NFPA Standard 1710 for Structure Fire Response, first arriving Fire Engine. “Structure fire” call (G2- C3) counts within the “benchmark” time (1 min 20 sec Turnout, 4 min Travel = 5 min 20 sec First Fire Engine Response Time) are shown in green, calls outside the standard are shown in yellow.
