This position is located in the Apparatus Unit, Fleet Maintenance Division of the District of Columbia Fire and Emergency Medical Service Department (DCFEMS).

The Foreman gives supervision directly to a staff of employees, consisting of Heavy Mobile Equipment Mechanic Leaders, Maintenance Works, and Heavy Mobile Equipment Mechanics, who are engaged in the maintenance and repair of all heavy-duty mobile firefighting equipment, ambulances, and trucks equipment for the District of Columbia Fire and Emergency Medical Services Department.

Duties and Responsibilities

*Assigns and supervises the work of subordinate personnel. Coordinate shop floor activities with the parts room to include technical advice on parts, quintiles of parts and supplies required, and special orders.

*Recommends and trains subordinates in work methods and procedures, proper use of tools and equipment, safe practices, operation of new equipment, and safety regulations while keeping abreast of latest developments in the trade.

*Partake in personnel matters. Manages and maintain records through the fleet FMIS system, provides reports and reviews data on shop floor efficiency.

*Schedule all routine work. Initiates or participates in review and improvement of work methods.

*Inspects all automotive equipment to determine whether repair or replacement of parts is most practical and inspects all automotive equipment periodically to determine maintenance and replacement needs.

Qualifications and Education

*ABILITY TO SUPERVISE

*Knowledge of Equipment Assembly, Installation, Repair, etc.

*Technical Practices (theoretical, precise, artistic)

*Use of Measuring Instruments

*Ability to Interpret Instructions, Specification, etc. (includes blueprint reading)

*Ability To Use and Maintain Tools and Equipment

*Trouble shooting

License and Certification

*Commercial Driver’s License (CDL) is required or must be obtained within eighteen (18) months from date of appointment at the expense of the candidate/employee.

If incumbent does not obtain CDL within that period, incumbent will be terminated.

Must possess and maintain as a condition of employment, a valid Commercial Driver's License (CDL) with the proper endorsement to operate all departmental apparatus.

*Per the requirements of; SUBTITLE G. FEMS Apparatus Maintenance Sec. 3061 . "Fire and Emergency Medical Services Apparatus Maintenance Requirements and Training Program Establishment Emergency Amendment Act of 2016".

Incumbent must; Comply with the certification and preventative maintenance requirements of the National Fire Protection Association, NFPA 1911. 2012 edition, or any subsequent edition; must obtain and keep current organizational and manufacturing training in accordance with National Fire Protection Association, NFPA 1071. 2016 edition, or any subsequent edition.

*This position will be assigned the duties of EVT III, M-l level 1 Supervisor and shall meet all the requirements defined in Chapter 5, able to perform inspections, maintenance, repairs, diagnoses, and performance testing duties, as required by NFPA.

These certifications must be obtained within (18) months of hire date and subsequently to be kept current.

Work Conditions/Environment

*Works in a garage or from a mobile service vehicle and is required to make repairs under fire ground conditions, which will expose the mechanic to toxic fumes or airborne particles; toxic or caustic chemicals; and risk of electrical shock.

*Frequently exposed to acids, fuels, and lubricants, which may prove irritating to the skin.

*Uses safety equipment such as breathing apparatus, protective clothing, hard hats, etc., at various times.

*Subject to cuts, burns, bruises, and sprains while positioning in or moving equipment.

*Subject to discomfort caused by drafts, dust. Heat, and fumes while lying on hard floors or ground.

*Frequently exposed to noise from cutting and hammering operations; typically works on systems, which are dirty, oily and greasy.

*Works inside and outside in all types of weather due to equipment involved.

*May be exposed to infections and contagious diseases while working on ambulances and ambulance equipment; the employee must supply tools, other than special tools related to the job.

Other Significant Facts

*Master ASE and EVT certification Preferred.

*Knowledge of previous use of CCG FASTER, FMIS system and prior experience maintaining fire apparatus equipment preferred.

*2 or 4 year Degree or Technical School Degree preferred.

Management Supervisory Service (MSS): At-will employment applies to the MSS.

All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation
This position is designated as a Security Sensitive position and is subject to mandatory pre-employment and periodic Criminal Background Checks and Traffic Records Checks (as applicable).
