Rudy Chounoune, General Counsel

Rudy Chounoune, Jr. is an executive providing expert legal, regulatory, and compliance advice on public safety, health care, and labor and employment matters. Rudy partners with agency leadership to effectively assess and address legal impediments to strategic and programmatic goals. 

Rudy is a proud graduate of Dartmouth College and The College of William and Mary School of Law. After graduating law school, Rudy clerked in the Montgomery County Circuit Court. Upon completion of his clerkship, Rudy worked in private practice at a regional law firm specializing in complex commercial litigation.

Rudy joined District Government in May of 2016 as an attorney advisor for the Board of Ethics and Government Accountability - Office of Government Ethics. He then joined the DC Fire and Emergency Medical Services Department in February of 2017, becoming the General Counsel in April of 2021. 

A native of Queens, New York, Rudy considers himself a Washingtonian. He enjoys spending time with his wife and two children, including in their endless after school activities. They reside in Ward 4.
