TriData Corporation and its subcontractor, Arthur Andersen, have undertaken a rapid but comprehensive review of the D.C. Fire and Emergency Medical Services Department (DCFEMS). This report describes the findings of Task 1 - identifying the problems Iequiring management refonns. We have identified a rather long list of areas requiring management reform . Task 2 - identifying the reforms needed, and Task 3 - developing an implementation plan. will be undertaken in October and November 1997.
