AED Rebate Application

The District of Columbia Fire and Emergency Medical Services Department (FEMS), by authority of DC Official Code § 7-237104a, has established an Automated External Defibrillator (AED) Incentive Program to encourage purchase and installation of AEDs in publicly accessible locations within small businesses, places of public worship, small multi-unit apartment, condominium, or cooperative buildings, and nonprofit organizations. Qualified organizations may receive up to a $400 rebate per AED (or up to $750 per building address with multiple AEDs), if such equipment is registered with DCFEMS and made available for public use.

The rebate should be for up to $400 per AED by a business, nonprofit, religious institution, or other entity as defined in DCST7-2371.04A with a maximum rebate of up to $750 per system per address and contingent upon the availability of funds.

Eligibility

An Applicant shall meet the following requirements to be eligible for a rebate under the program:

a) The applicant purchased an AED that is eligible for a rebate under § 4405;

b) The applicant submits a completed application for the rebate pursuant to § 4401;

c) The applicant submits the application within ninety (90) days after purchase; provided that the ninety (90)-day period may be extended by the Department for good cause shown by the applicant;

d) The applicant is an owner or authorized tenant, or an agent of an owner or authorized tenant, of a building located in the District that is used as a small business, place of public worship, or nonprofit organization or that is a small multi-unit apartment, condominium, or cooperative building;

e) The AED is permanently installed in a publicly accessible location within one hundred fifty (150) feet from the entrance of the building or in another highly trafficked area of the building; 3

f) A three (3) dimensional sign indicating the presence of the AED is installed at the location of the AED (e.g., above the AED cabinet);

g) The applicant has purchased or otherwise acquired ongoing maintenance of the AED for a period of at least one (1) year after the first year of installation;

h) The applicant has developed and provided a Cardiac Emergency Response Plan (“CERP”) meeting the requirements of § 4404; and

i) The applicant has registered the AED with the Department, as provided in § 4403

To apply for a rebate, complete the following steps.

Step 1
Purchase AED and be able to show proof of purchase. Install AED and provide proof of installation by photo.

IMPORTANT: Do not submit your rebate application until AED is installed at qualifying entity. All questions must be answered, and all required documents must be uploaded to the application.

Participant Agreement

By participating in the AED Incentive Program, the applicant has read and understands the requirements of this program:

-The applicant will not use the AED for any unlawful purpose and will comply with all applicable building and electrical code requirements;

-The applicant will train persons regularly on site on the steps necessary to use the AED, provide compression CPR, and notify 911;

-The applicant will include AED maintenance in the organization’s budget for the replacement of batteries and pads annually after the first year;

-The applicant will have a CERP and a designated lead person responsible for coordinating the CPR/ AED program; and

-The applicant has read and understands the requirements of this rulemaking; and the applicant.

Q: Do I have to buy a specific type of AED?
A: No, you can choose any type of AED you want, but there are some guidelines to follow. List of FDA Approved AEDs

Q: Where should I put the AED machine?
A: The AED machine must be permanently installed in a place that everyone can reach within 150 feet from the building entrance, and it must follow ADA rules.

Q: How much money can I get back as a rebate?
A: You can apply for a rebate up to $400 for one AED machine if you are a business, nonprofit group, religious place, or another type of organization mentioned in the Notice of Emergency and Proposed Rulemaking . The most you can get for one address is $750 but it depends on money available.

Q: Can I get a rebate for more than one AED machine?
A: Yes, you can apply for a rebate for more than one AED machine at the same address, but the total rebate for that address cannot exceed $750

Q: Can my organization/non-profit/entity purchase AEDs on behalf of other rebate eligible entities?
A: A nonprofit or community-based organization may purchase AEDs on behalf of a rebate-eligible entity and may receive the rebate payment in lieu of the rebate-eligible entity, subject to the other requirements of the rebate program.

Q: How long does it take to process an application?
A: It should take 45 days to process and approve an application

Q: What if I don't have a computer to apply for the program?

Q: What documents do I need to apply for the incentive program?

Q: Can I unregister my AED?
A: No, but the registration system will allow you to update information about the AED device such as service maintenance date, change of AED device location, change in AED coordinator, etc.

Q: Can I add more AED devices and get a rebate after my initial application?
A: Yes, you can add more AED machines and get a rebate, up to the maximum allowed amount.
