Fire/EMS Emergency Evacuation Plan Guide: Areas of Refuge

The International Fire Code includes these requirements for an Area of Refuge:
  • The maximum travel distance to an exit access shall be determined based upon the occupancy type. Contact the Fire Prevention Divison at (202) 727-1614 for assistance with the determination.
  • Each Area of Refuge shall be sized to accommodate one wheelchair space of 30 inches by 40 inches, based on the occupant load of the area.
  • Each Area of Refuge shall be separated from the remainder of the story by a smoke barrier
  • There are two exceptions to the smoke barrier rule:
    • Areas of refuge located within a stairway enclosure
    • Areas of refuge where the refuge and areas served by the Area of Refuge are equipped throughout with an automatic sprinkler system
  • Areas of refuge shall be provided with two-way communication systems between the Area of Refuge and the public way.
  • Instructions on the use of the Area of Refuge under emergency conditions shall be posted adjoining to the communications system
  • Posted instructions shall include:
    • Directions to other means of egress
    • That persons able to use exit stairways shall do so as soon as possible, unless they are assisting others
    • Information on planned availability for assistance in using stairs
    • Instructions for use of two-way emergency communication system
  • Each door providing access to an Area of Refuge from an adjacent floor area shall be identified as “Area of Refuge” and include the International Symbol of Accessibility
