Fire/EMS Emergency Evacuation Plan: Guidelines 
 
The following are the minimum guidelines for preparation of Fire Evacuation Plans for all occupancies, with the exception of single family homes, in the District of Columbia.
 
The owner or other responsible party of an occupancy shall prepare and submit to the Fire Chief or his designee (Fire Marshal) a fire safety plan and fire evacuation procedure for approval. The plan shall be submitted in duplicate to the DC Fire/EMS Department, Fire Prevention Division at 441 4th Street, NW, Suite 370S, Washington, DC 20001.
 
The approved fire safety plan shall be distributed to tenants and building service employees. Tenants shall distribute to their employees the applicable parts of the fire safety plan that affect their actions if a fire or other emergency occurs. Building owners or their agents shall be responsible for updating and distributing any changes to the fire safety procedure where there are changes in the physical arrangement of the occupancy or when duties of the plan change.
 
All fire evacuation plans shall include:
  • Evacuation route (primary and secondary), in written detail
  • Monitor duties (floor, area, special needs and alternates)
  • Employee duties
  • Designated Occupant Meeting Place(s), exterior meeting places
  • Building address and description of building and its use
  • Floor layouts designating all exit routes with the “You Are Here” designation, fire extinguishers, manual pull stations and standpipe locations
  • Legend for each evacuation route map
  • Written narrative of instructions
  • Special features of the occupancy (if applicable)
  • Affixed approval signature of the code official (Fire Marshal)
Special Use Occupancies
 
Buildings with occupancy classifications of (A) Assembly, (E) Educational, (1-1) Residential Care, (1-2) Incapacitated Care, (1-3) Restrained and Designated High-rise Buildings shall develop emergency plans, training, and conduct fire exit drills in accordance with the applicable Fire Codes.
