Ride- Along Operations Assessment Program (OAP) 
 
Participation in the OAP Program is limited to specific individuals who are authorized to be present while Fire/EMS personnel are providing emergency medical care or treatment in compliance with the Health Insurance Portability and Accountability Act

For Medical Calls - Authorized Individuals

a. Fire/EMS Personnel
b. Non-Fire/EMS Personnel
1. Public Health Authorities
2. Health Oversight Agencies
3. Law Enforcement Agencies
4. Medical Personnel
5. Contractors and Vendors
6. National Security and Intelligence
7. Protective Services for the President and Others
8. Family Members, Co-workers or Friends of the Patient
9. Research
For Fire Calls – Procedural Guidelines
 
Persons who are not members of the D.C. Fire/EMS Department may only ride along in an observer capacity.  This provision specifically includes members of other fire/rescue departments outside of the District of Columbia. Participants must:
a. Be 18 years of age or older; possessing no physical or other conditions which will interfere with or
    limit participation.
b. Be under shared responsibility of the Incident Commander, and the unit officer-in-charge at all times.
All participates MUST complete the Application and Waiver Forms prior to participation in the program and forward them to: Tisa Smith, Information and Privacy Officer, 1923 Vermont Avenue, N.W., SB-2, Washington, D.C, 20001, or be faxed at 202-673-3702 to obtain approval.
